I seem to be able make a smt file that has two pcb files in it. Only one of these pcb files shows up a time however in the panels dialog (not the right name I think but you get the idea), so I think I would have to mount two boards on the panel, then tick the box to mount the other two panels - a bit tedious but could be done.

Anyone have a better idea?
