Hi here are my answers:

if you want to pickup 0201 parts reliable you need a precison CN030 nozzle with low concentricity deviation.
Adjust the pickup height and keep a pickup and put delay 50 / 100ms.
Your machine use analog camera and the resolution maybe too low for these parts.
First option is to increase the optical magnification by changing lens and distance.

The software can not detect the part orientation these problems mostly caused by wrong pickup height adjustement where parts jump under nozzle instead of getting picked up in given orientation.

The whole machine is connected to ground and if you remember the top springs are electrically connected too so how shoud there be a static charge applied to cover tape?
I think this is caused by old tapes stored in environment under non dry conditions.
If you check your winder calibration values and the open and close length settings this could help too. (page 42 in manual)
Reducing peel of speed is another option.
